Okada Manila must clearly define its requirements and the systems needed for both gaming and non-gaming operations, ensuring all business needs are fully met. In addition, all systems and processes must be ready in time for the property’s scheduled opening in December 2017.

Ahead of the launch of Steve Wynn’s luxury resort and casino, Wynn Resorts was required to meet two critical milestones. The first involved demonstrating to the Nevada Gaming Commission that all operational processes and systems complied with regulatory requirements to secure the property’s final gaming license. The second milestone was the property opening itself, necessitating comprehensive quality assurance across 54 integrated systems. These systems supported both customer-facing and back-office operations, with special emphasis on gaming, hotel, and retail platforms, which serve as the resort’s primary revenue drivers. Challenge: Solution: SJB initially engaged to provide integration testing services for Wynn’s new IT systems. However, a two-week assessment revealed the need for a comprehensive QA Program to ensure that both commercial and internally developed systems could support the property’s new business processes. In response, we established a full QA Program that defined essential QA policies, strengthened software development and vendor management practices, introduced an independent Quality Control function, and managed the complete end-to-end QA effort. For The Grand Ho Tram, it was critical to articulate a comprehensive business process vision and ensure that organizational structures and systems were designed to support it effectively. Equally important was validating that these systems met all operational requirements to facilitate a smooth and problem-free opening. Challenge: Solution: SJB facilitated inter-departmental workshops to identify, design, and develop business processes, and created system and integration test scripts for all gaming operations based on these processes.
We reviewed system permissions aligned with user roles and recommended changes to enhance efficiency and maximize system capabilities.
Additionally, we coordinated User Acceptance Testing across all gaming areas to ensure that functions operated as designed.
Galaxy Entertainment Group (GEG) aimed to replace or upgrade its CMS at one of its existing properties. The incumbent CMS provider was facing financial difficulties, prompting management to pursue a timely and orderly replacement.
An additional challenge was that the new CMS needed to be selected and implemented before the launch of a new integrated resort that was already in development.
Challenge: Solution: SJB developed a CMS scorecard evaluation process that leveraged our deep industry expertise in both the Macau gaming market and the CMS landscape across Asia and North America.
We implemented the new CMS by providing both Business Process Development and Project Management services.
During implementation, we identified a critical functionality gap in the vendor’s solution, which was subsequently mitigated through collaboration between the vendor, GEG IT, and business teams.

Galaxy Macau was arguably the most aggressive integrated resort development undertaken in Southeast Asia. Phase 1 delivered a world-class destination resort complete with a rooftop wave pool and partnerships with two globally renowned hotel brands.
Our team fulfilled several key roles, including Program Management Office leadership, enterprise-wide Business Process Design for both Gaming and Non-Gaming operations, Shared Services modeling, SOP development and coaching, and quality assurance for a new CMS suite.
Challenge: Solution: SJB collaborated closely with Galaxy’s IS&T and Business groups, leveraging our Asian Gaming/IR BPD expertise and established PMO practices. We introduced a PMO structure that rotated team members between BPD and QA to ensure all key processes and systems were ready for the demanding Phase 1 opening. Our support covered a broad set of functions, including Gaming, Non-Gaming, Finance, HR, IS&T, Engineering, Marketing, Hotel, Retail, F&B, and Procurement. Developed a CMS scorecard evaluation process that both leveraged our deep industry experience in both the Gaming space in Macau and the CMS landscape in both Asia and North America implemented a new CMS by providing Business Process Development services along with Project Management services Uncovered a critical missing piece of functionality in the selected vendor’s solution.
